SCBA competition rules
The rules for: Newcomer's pairs and teams, Novice and Intermediate leagues, Surrey bowl and Wanborough cup have been amended. These changes will take effect from August 2008.

EBU strategy
The Surrey County Committee held an Extraordinary Committee Meeting on Monday June 2, solely to discuss the EBU’s Strategic Proposals around Universal membership and Pay-To-Play (P2P). At this meeting, the Surrey Committee voted to reject the EBU’s Proposals by a majority decision.

Although the Committee agreed the principle of Universal Membership of the EBU, it felt that it could not support the Proposals because:

  • The County’s Clubs and Individuals who had written to the Chairman to express an opinion had asked the County to reject the proposals by a significant majority. The Committee noted the possibility that opinions had been largely received from those who felt strongly on the subject, and therefore those that had not written might well be in favour of the proposals, or at least not opposed to them. However, many of the reservations expressed by Clubs & Individuals reflected reservations held within the Committee themselves;
  • The Committee do not believe that the Proposals as they stand will meet the stated objectives of the EBU Strategy;
  • The Committee do not believe that the Proposals address the EBU’s financial issues; indeed, the high costs of implementation add to these. The Committee also feel that the revenue predictions are subject to too many uncertainties, and that assumptions about the level of Club affiliation are both simplistic and optimistic;
  • The Committee believe that the Proposals will have a divisive effect on Clubs. The Committee believe that many Clubs, particularly the smaller ones, will choose to disaffiliate from the EBU, and that whether a Club chooses to disaffiliate or not, some part of its membership (EBU members in clubs who choose to disaffiliate, non-EBU members in clubs who choose to remain affiliated) will be disaffected and may choose to discontinue membership;

The Strategic Proposals were adopted by the EBU at the Shareholders meeting on Wednesday June 4 by a majority vote. You can read further details about this on the EBU Web Site.

Now that the proposals have been accepted by the Union , the County will give its full support to the proposals and will be looking to engage with the EBU to assist in implementing them as smoothly as possible.

In particular, the committee will be looking for ways that the County can assist those clubs and individuals who feel unable to continue EBU affiliation under P2P, and ways that the County can help to address the detailed issues that members and clubs have raised through the course of the debate.
